Shiva’s Cosmic dance. Shiva is one of Hinduism's Holy Trinity: Brahma (the Creator), Vishnu(the Preserver), and Shiva (the Destroyer). Without destruction, you cannot have creation. The three are all the same entity. He dances the dance of creation and dispels the dwarf of illusion. The flames are that of destruction. In the classical icon of the ‘Nataraja,’ he would be holding the Drum of Creation.
